The Class EA Process

The Class Environmental Assessment for Waterpower Projects was developed by the Ontario Waterpower Association (OWA) and approved by the Minister of the Environment in 2008. The most recent revision was made in January 2014.

The Class EA is a planning framework for the development of waterpower projects in Ontario. It enables the proponent to identify potential benefits and effects as well as provide contact and response to the broader spectrum of stakeholder groups.

Further, the EA provides the preferred method of addressing recording and responding to both government and non-government stakeholders, and affected Aboriginal Communities.

Key objectives include:

  • early and effective public, government agency and Aboriginal Community involvement;
  • environmental responsibility; and
  • best practices around project development and operation.


As laid out in this document, Xeneca’s proposed projects are flexible to adaptation as new and better information become available.
